Engage before starting procurement

 

In the section on Preparing for and running a tender exercise we talk about the importance of preliminary market engagement (PME) or 'soft' market testing.

This can be done formally by issuing a Prior Information Notice (PIN) in the Official Journal of the European Union (OJEU) or can be an entirely informal process.

Many contributors to this Toolkit told us how useful this process was and others told us that, with hindsight, they wish they had done more of this.
